Microsoft Entra PIM: Just-in-Time Privileged Access

Learn how Microsoft Entra PIM delivers just-in-time admin access with MFA, approval, and audit trails, plus a practical rollout plan.

Microsoft Entra Privileged Identity Management (PIM) gives administrators privileged roles only when they need them, for a limited time, with MFA, justification, and optional approval. It replaces permanent admin access with just-in-time access, which shrinks the damage an attacker can do with a stolen admin account.

Why standing admin access is a problem

Most breaches in cloud environments involve a compromised identity. If that identity is a Global Administrator or a subscription Owner who has the role 24 hours a day, the attacker inherits everything immediately.

Standing privilege also creates quiet risk over time. People change jobs, projects end, and nobody removes the role. Auditors call this privilege creep, and it is one of the first things they look for.

PIM addresses both problems. Users hold eligible assignments, and they activate a role only for the window they need it. When the window closes, the access disappears without anyone having to remember to remove it.

What PIM does

According to Microsoft Learn, PIM manages, controls, and monitors access to important resources in Microsoft Entra ID, Azure, and other Microsoft Online Services such as Microsoft 365 and Intune. Its main capabilities are:

  • Just-in-time privileged access to Microsoft Entra ID and Azure resources
  • Time-bound access with start and end dates
  • Approval required to activate privileged roles
  • Multifactor authentication enforced to activate any role
  • Justification required to explain why a role is being activated
  • Notifications when privileged roles are activated
  • Access reviews to confirm users still need their roles
  • Downloadable audit history for internal or external audits

Eligible vs active assignments

This is the concept every beginner needs to get right.

The access granted is the same once a role is activated. The difference is that an eligible user does not carry that power around all day. Assignments can also be permanent or time-bound, so you can make even the eligibility itself expire.

The three types of roles PIM manages

  1. Microsoft Entra roles: directory-level roles such as Global Administrator, Security Administrator, or User Administrator.
  2. Azure resource roles: roles scoped to subscriptions, resource groups, or individual resources, such as Owner or Contributor.
  3. PIM for Groups: eligible membership or ownership of a group, so a user activates membership to get whatever access the group grants.

Management permissions differ between them. Microsoft Learn notes that only a Privileged Role Administrator or Global Administrator can manage Entra role assignments for other administrators, while Azure resource role assignments are managed by a subscription administrator, resource Owner, or User Access Administrator. Plan for this when you design who administers PIM itself.

How role activation works

A typical activation for an eligible Entra role looks like this:

  1. The admin opens PIM in the Microsoft Entra admin center and selects My roles.
  2. They choose the eligible role and select Activate.
  3. PIM prompts for MFA if the role settings require it.
  4. The admin enters a justification, often a ticket number, and picks a duration.
  5. If approval is required, a designated approver reviews and approves the request.
  6. The role becomes active, notifications fire, and the activation is logged.
  7. At the end of the duration, the role deactivates automatically.

Every step leaves an audit trail, which is exactly what compliance teams and incident responders want.

Role settings worth configuring

Each role has its own settings, and the defaults are rarely enough for your most sensitive roles. Consider these:

  • Maximum activation duration: shorter for high-risk roles. A few hours is better than a full day.
  • Require MFA on activation: keep it on, and consider requiring an authentication context tied to a Conditional Access policy for the most sensitive roles.
  • Require justification and ticket information: this makes later audits far easier.
  • Require approval: use it for roles such as Global Administrator, and assign at least two approvers so one absence does not block an emergency.
  • Notifications: send alerts to a security mailbox when the highest-risk roles are activated.
  • Expiration of eligible assignments: force periodic renewal so eligibility does not become permanent by neglect.

A practical rollout plan

Do not flip everything at once. A staged rollout keeps the help desk calm and gets you real security gains quickly.

  1. Discover: use PIM's discovery features to see who holds privileged roles today, and which assignments are permanent.
  2. Reduce: remove roles people do not use. Prefer narrower roles over Global Administrator wherever one exists.
  3. Convert: move the remaining permanent assignments to eligible, starting with Global Administrator and Privileged Role Administrator.
  4. Protect emergency access: keep two break-glass accounts outside the normal flow, monitored with alerts, and never dependent on a single MFA method.
  5. Review: schedule recurring access reviews so managers or role owners confirm assignments.
  6. Monitor: send PIM and audit logs to your SIEM, such as Microsoft Sentinel, and alert on unusual activations.

PIM works best alongside Conditional Access and a broader least privilege strategy. It is one control in a layered identity design, not a replacement for the others.

Licensing and limits to know about

Microsoft Learn states that using PIM requires licenses and points to Microsoft Entra ID Governance licensing fundamentals for the specific details. Licensing changes over time, so check the current licensing page before you promise a design to a customer or your own manager.

PIM also does not protect everything. Workload identities, service principals, and API permissions need separate governance. And if an attacker can already activate a role because MFA is weak, PIM only slows them down. Pair it with phishing-resistant authentication where you can.

Common mistakes

  • Leaving many users as permanent Global Administrators "just in case"
  • Allowing 24 hour activations for every role
  • Skipping approval and justification, which removes most of the audit value
  • Forgetting break-glass accounts, then locking everyone out during an outage
  • Never running access reviews, so eligible lists grow forever
  • Not alerting on activations, so a malicious activation goes unnoticed

Why this matters for your career

PIM shows up in real job descriptions for Azure and Entra administrators, and it is a recurring theme in Microsoft security certification study material. It is also an easy way to show a hiring manager that you understand least privilege in practice. If you are preparing for Microsoft security exams, our guide to the AZ-500 to SC-500 transition explains how the certification landscape is changing.

In a lab, build it yourself: create a test tenant, make a user eligible for a role, require MFA and justification, activate it, and then export the audit log. Documenting that exercise makes a strong portfolio piece. You can see how this fits our hands-on labs and capstone on the curriculum page.

Frequently asked questions

What is Microsoft Entra Privileged Identity Management?

It is a service in Microsoft Entra ID that provides time-based and approval-based activation of privileged roles. It helps you manage, control, and monitor access to Entra ID, Azure, and other Microsoft Online Services.

What is the difference between eligible and active role assignments?

An eligible user must activate the role before using it, for example by completing MFA and giving a justification. An active user has the privileges all the time. Once activated, the access is the same.

Does PIM work for Azure resources as well as Entra roles?

Yes. PIM manages Microsoft Entra roles, Azure resource roles such as subscription Owner, and eligible membership in groups through PIM for Groups.

Do I need a special license for PIM?

Yes, PIM requires licenses. Microsoft Learn refers to Microsoft Entra ID Governance licensing fundamentals for the details, so check that page for your current situation.

Should Global Administrators be permanent?

Generally no. Keep as few Global Administrators as possible, make most of them eligible, and keep two monitored break-glass accounts for emergencies.

Is PIM enough to secure admin accounts?

No. Combine it with strong MFA, Conditional Access, access reviews, logging, and alerting. PIM reduces standing privilege, but it works best as part of a layered identity strategy.
